MINUTES OF THE
CENTRAL CITY BOARD OF EDUCATION March
16, 2009
The
Central City Board of Education met at 7:00 p.m., Monday, March 16th, 2009 in the Central
City Board of Education room at 1711 15th Avenue. Roll call showed the following members
present: Sally Armatys, Steve Belitz,
Kent Malm, Dale Palser, and
Lisa Wagner. Also present were Candace Conradt,
Superintendent; Shawn McDiffett, High School Prinicpal; Dick Moore, Middle School Prinicpal;
and Darlene Darbro, Elementary Principal.
Absent: Brad Wells.
It
was moved by Belitz, seconded by Armatys,
that it is hereby determined that this meeting was preceded by advanced
publicized notice in the Republican-Nonpariel
newspaper and by posting notice at the Superintendent's Office at 1711 15th Avenue, and
is hereby declared to be duly convened in open session. Motion carried 5-0.
Ayes: Armatys, Belitz, Malm, Palser, and Wagner. Nayes: None. Absent:
Wells.
The
school district treasurer's financial report disclosed a reconciled unencumbered
balance of $857,499.06 as of February 27, 2009.
The
high school activities fund account disclosed a balance on February 27, 2009 of
$143,330.95, middle school activity fund disclosed a balance of $17,562.20 and
the elementary activity fund disclosed a balance of $18,692.14. The cafeteria
account disclosed a balance of $18,196.43.
The
Board heard presentations from ESU 7 and Gary Maresh.
It
was moved by Malm, seconded by Wagner, to approve the
agenda of the meeting. Motion carried 5-0. Ayes: Armatys, Belitz, Malm, Palser, and Wagner. Nayes: None.
Absent: Wells.
Wells
arrived at 7:11 p.m.
It
was moved by Malm, seconded by Wells, to approve the
consent agenda action items, which included minutes of the February 16th
meeting, financial review of funds except manual check #293 to Olsson &
Associates for track services, March Investment Plan, option students, and
February claims. Motion carried 6-0. Ayes: Armatys, Belitz, Malm, Palser, Wagner, and Wells. Nayes: None. Absent: None.
It
was moved by Malm, seconded by Belitz,
to approve administrative contract for Candace Conradt. Motion carried 5-0. Ayes: Armatys, Belitz, Malm, Palser,
and Wagner. Nayes: None. Abstain: Wells.

It
was moved by Belitz, seconded by Wagner, to approve
May 16, 2010 as graduation for the 2009-2010 school year. Ayes: Armatys, Belitz, Malm, Palser, Wagner, and
Wells. Nayes: None.
Absent: None.
It
was moved by Armatys, seconded by Malm,
to adopt the 2009-2010 school year calendar. Ayes: Armatys, Belitz, Malm, Palser, Wagner, and
Wells. Nayes: None.
Absent: None.
It
was moved by Malm, seconded by Armatys,
to approve the Early Separation Incentive policy. Motion carried 6-0. Ayes: Armatys, Belitz, Malm, Palser, Wagner, and
Wells. Nayes: None.
Absent: None.
It
was moved by Wagner, seconded by Belitz, to accept the
resignation of Barb
Johansen as First Grade teacher and Stacy Berck as
Second Grade teacher at the end of the
2008-2009 school year. Motion carried
6-0. Ayes: Armatys, Belitz, Malm, Palser,
Wagner, and Wells. Nayes: None.
Absent: None.
It
was moved by Wells, seconded by Wagner, to approve Barb Johansen’s early
retirement incentive application. Motion
carried 6-0. Ayes: Armatys, Belitz, Malm, Palser,
Wagner, and Wells. Nayes: None.
Absent: None.
It
was moved by Armatys, seconded by Malm,
to hire Kathryn Zeller as Middle School English teacher for the 2009-2010
school year.
Motion carried 6-0. Ayes: Armatys, Belitz, Malm, Palser,
Wagner, and Wells. Nayes: None.
Absent: None.
It
was moved by Wells, seconded by Malm, to approve a 6%
salary increase for the classified staff.
Motion carried 6-0. Ayes: Armatys, Belitz, Malm, Palser,
Wagner, and Wells. Nayes: None.
Absent: None.
It
was moved by Wagner, seconded by Wells, to purchase a 2008 Impala for $14,000
and a 2005 Yukon for $16,000 from Grosshans. Motion carried 6-0. Ayes: Armatys, Belitz, Malm, Palser, Wagner, and
Wells. Nayes: None.
Absent: None.
It was moved by Wells,
seconded by Malm, to set the meeting time to 8:00
p.m. for June, July and August board meetings.
Motion carried 6-0. Ayes: Armatys, Belitz, Malm, Palser,
Wagner, and Wells. Nayes: None.
Absent: None.
It was moved by Palser, seconded by Wagner, to set the annual facilities
tours as follows: high school in May at
6:30 p.m.; middle school in June at 7:30 p.m.; and elementary in July at 7:30
p.m. Motion carried 6-0. Ayes: Armatys, Belitz, Malm, Palser,
Wagner, and Wells. Nayes: None.
Absent: None.
It was moved by Palser, seconded by Wells, to change locations of board
meetings to the high school in May at 7:00 p.m. and June at 8:00 p.m. Motion carried 6-0. Ayes: Armatys, Belitz, Malm, Palser,
Wagner, and Wells. Nayes: None.
Absent: None.
It was moved by Belitz, seconded by Armatys, to
accept the bid of $225,000 from Garland for the Elementary gym roof. Motion carried 6-0. Ayes: Armatys, Belitz, Malm, Palser, Wagner, and
Wells. Nayes: None.
Absent: None.
It
was moved by Palser, seconded by Belitz,
to go into executive session at 9:40 p.m. to discuss the CIR Hearing. Motion carried 6-0. Ayes: Armatys, Belitz, Malm, Palser, Wagner, and Wells. Nayes: None. Absent: None.
It
was moved by Palser, seconded by Wells, to go out of
executive session at 10:20 p.m. Motion
carried 6-0. Ayes: Armatys, Belitz, Malm, Palser,
Wagner, and Wells. Nayes: None. Absent: None.
It was moved by Armatys, seconded by Wagner, to recognize the Wrestling team for their State Championship and the
state medalists: 1st Connor Bolling and Logan Williams; 4th Noland Broekemier; 5th Eric Knight and Kevin Smith; and
6th Travis Maresh. The following FFA Members have earned many
honors this winter: State Degree

Kelsey Ferris, Steph Nelson, Brandon McNeff, Mitchell Zimbelman, Josh
Zimmer, Aaron Huston, Jared Salmon, Phillip Johnson; State Chorus - Kaiti King,

Jennifer Zywiec, Daniel Schwarz, Amanda Hefner; and
Junior Parli-Pro - Travis Maresh, Jacob Schuller,
Tiffany Reimers, Isaac Jefferson, Shane Broekemeier, Keith Bankson,
Brittany Rustman.
The following students represented CCPS at the Merrick County Spelling
Bee: Amber Erickson, Blaine Nelson, Thomas Geiger, and Elizabeth Geren represented the 5th and 6th
graders. Elizabeth Geren
(3rd), Thomas Geiger (9th) and Blaine Nelson (10th)
all placed in the oral round. The 7
& 8th graders who advanced to the oral round were Chase Gress, Kristian Lindburg, Kristen Benner, and Ross Wagner. Motion carried 6-0. Ayes: Armatys, Belitz, Malm, Palser, Wagner, and Wells. Nayes: None. Absent: None.
