MINUTES OF THE

                             CENTRAL CITY BOARD OF EDUCATION

                                                 March 17, 2008

 

The Central City Board of Education met at 7:00 p.m., Monday, March 17th, 2008 in the Central City Board of Education room at 1711 15th Avenue.  Roll call showed the following members present: Sally Armatys, Steve Belitz, Kim Benner, Kent Malm, and Dale Palser. Also present was Dr. Jeff West, Superintendent; Shawn McDiffett, High School Principal; Dick Moore, Middle School Principal; and Darlene Darbro, Elementary Principal.  Absent: Dave Christensen.

 

It was moved by Benner, seconded by Armatys, that it is hereby determined that this meeting was preceded by advanced publicized notice in the Republican-Nonpariel newspaper and by posting notice at the Superintendent's Office at 1711 15th Avenue, and is hereby declared to be duly convened in open session. Motion carried 5-0. Ayes: Armatys, Belitz, Benner, Malm, and Palser. Nayes: None. Absent: Christensen.

 

The school district treasurer's financial report disclosed a reconciled unencumbered balance of $564,322.70 as of February 29, 2008.

 

The high school activities fund account disclosed a balance on February 29th, 2008 of $123,323.35, middle school activity fund disclosed a balance of $16,105.67, and the elementary activity fund disclosed a balance of $16,987.38.  The cafeteria account disclosed a balance of $36,376.46.

 

It was moved by Malm, seconded by Belitz, to approve all sets of minutes in February 2008.  Motion carried 5-0. Ayes: Armatys, Belitz, Benner,  Malm, and Palser.  Nayes: None. Absent: Christensen.

 

It was moved by Malm, seconded by Benner, to adopt the school calendar for 2008-2009.  Motion carried 5-0.  Ayes:  Armatys, Belitz, Benner, Malm, and Palser.  Nayes:  None.  Absent:  Christensen.

 

It was moved by Belitz, seconded by Armatys, to approve the amended policy 504.60 Anti-Bullying.  Motion carried 5-0.  Ayes:  Armatys, Belitz, Benner, Malm, and Palser.  Nayes:  None.  Absent:  Christensen.

 

It was moved by Benner, seconded by Malm, to approve board policy 903.02 Use of Surveillance at School Facilities.  Motion carried 5-0.  Ayes:  Armatys, Belitz, Benner, Malm, and Palser.  Nayes:  None.  Absent:  Christensen.

 

It was moved by Malm, seconded by Belitz, to approve Administrative Regulation 903.02A Surveillance at School Facilities.  Motion carried 5-0.  Ayes:  Armatys, Belitz, Benner, Malm, and Palser.  Nayes:  None.  Absent:  Christensen.

 

Christensen arrived at 7:45 p.m.

 

It was moved by Malm, seconded by Christensen, to approve the Engineering Contract for the High School track in the amount of $59,650 to Olsson Associates.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Benner, Christensen, Malm, and Palser.  Nayes:  None.  Absent:  None.

 

It was moved by Benner, seconded by Belitz, to accept the resignation of Chemistry/Physics teacher Jay Lahners at the end of the 2007-2008 school year.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Benner, Christensen, Malm, and Palser.  Nayes:  None.  Absent:  None.

 

It was moved by Benner, seconded by Malm, to allow Julieanne Gallion to option into the Central City Public School District from Grand Island Northwest #82 Schools for the 2008-2009 school year.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Benner, Christensen,  Malm, and Palser.  Nayes:  None.  Absent:  None.

 

It was moved by Benner, seconded by Christensen, to approve the March warrants with the exception of #19262 and #19288.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Benner, Christensen, Malm, and Palser.  Nayes:  None.  Absent:  None.

 

It was moved by Palser, seconded by Belitz, to appove warrant #19262.  Motion carried 5-0.  Ayes:  Armatys, Belitz, Benner, Christensen, and Palser.  Nayes:  None.  Abstain:  Malm.  Absent:  None.

 

It was moved by Malm, seconded by Christensen, to appove warrant #19288.  Motion carried 5-0.  Ayes:  Armatys, Belitz, Benner, Christensen, and Malm.  Nayes:  None.  Abstain:  Palser.  Absent:  None.

 

It was moved by Benner, seconded by Armatys, to recognize the following teachers and students.  Mrs. Gillan and the students who received a purple at the Science Fair:  Morgan Beck, Aaron Benson, Ryan Govlik, Rashad Lee, Kameron Lenhart, Jessica Luhn, Cameron Messmer, and Abby Schoch.  Mr. Mousel and the Art Students who have an Art Exhibit at the Central City Public Library for “Youth Art Month.”  The forty two high school students who are on the Superior Honor Roll for the 3rd quarter.  The high school wrestling team tied for 4th place at state with the following medaling:  Logan Williams, 2nd place; Matthew Maresh, 3rd place; Kameron Lenhart, 6th place; and Myles Butt, 3rd place.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Benner, Christensen, Malm, and Palser.  Nayes:  None.  Absent:  None.

 

It was moved by Malm, seconded by Armatys, to accept the March Investment plan.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Benner, Christensen, Malm, and Palser.  Nayes:  None.  Absent:  None.

 

It was moved by Malm, seconded by Benner, to go into executive session at 8:52 p.m. for teacher evaluations.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Benner, Christensen, Malm, and Palser.  Nayes:  None.  Absent:  None.

 

It was moved by Palser, seconded by Benner, to go out of executive session at 9:10 p.m.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Benner, Christensen, Malm, and Palser.  Nayes:   None.  Absent:  None.

 

It was moved by Palser, seconded by Belitz, to approve a 4% base salary increase for principals.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Benner, Christensen, Malm, and Palser.  Nayes:  None.  Absent:  None.
