      CENTRAL CITY BOARD OF EDUCATION                              May 13, 2009

 

The Central City Board of Education met at 6:30 p.m., Wednesday, May 13th, 2009 in the Central City Elementary Cafeteria at 1711 15th Avenue. Roll call showed the following members present: Steve Belitz, Kent Malm, Dale Palser, and Lisa Wagner.  Also present was Candace Conradt, Superintendent.  Absent:  Sally Armatys and Brad Wells.

 

It was moved by Belitz, seconded by Wagner, that it is hereby determined that this meeting was preceded by advanced publicized notice by posting notice at the Superintendent's Office at  1711 15th  Avenue, Merrick County Courthouse, and City Hall Office and  hereby declared to be duly convened in open session. Motion carried 4-0. Ayes: Belitz, Malm, Palser, and Wagner. Nayes: None. Absent: Armatys and Wells.

 

It was moved by Malm, seconded by Belitz, to approve the agenda.  Motion carried 4-0.  Ayes:  Belitz, Malm, Palser, and Wagner.  Nayes:  None.  Absent:  Armatys and Wells.

 

Wells arrived at 6:35 p.m.

 

It was moved by Palser, seconded by Malm, to go into closed session at 7:00 p.m. to review the Commission of Industrial Relations’ ruling and assess options.  Motion carried 4-0.  Ayes:  Belitz, Malm, Palser, and Wagner.  Nayes:  Wells.  Abstain:  None.  Absent:  Armatys.

 

It was moved by Palser, seconded by Malm, to go out of closed session at 7:56 p.m.  Motion carried 5-0.  Ayes:  Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  Armatys.

 

It was moved by Malm, seconded by Belitz, to appeal the CIR Final Order in Central City Education Association v. Merrick County School District 61-0004 that directed the school district to include contract continuation language in the negotiated agreement.  The school district’s attorneys are directed to prepare and file the necessary appeal documents.  Motion carried 4-1.  Ayes:  Belitz, Malm, Palser, and Wagner.  Nayes:  Wells.  Abstain:  None.  Absent:  Armatys.

 

It was moved by Malm, seconded by Belitz, to appeal the CIR Final Order in Central City Education Association v. Merrick County School District 61-0004 that directed the school district not to remove Section D-1, Paragraph M from the negotiated agreement.  The school district’s attorneys are directed to prepare and file the necessary appeal documents.  Motion carried 3-2.  Ayes:  Belitz, Malm, and Palser.  Nayes:  Wagner and Wells.  Abstain:  None.  Absent:  Armatys.

The Central City Board of Education met at 8:00 p.m., Monday, May 18th, 2009 in the Central City High School Conference Room at 1510 28th Street for the purpose of holding an annual review of the Parent Involvement Policy.  Roll call showed the following members present: Sally Armatys, Steve Belitz, Kent Malm, Dale Palser, Lisa Wagner, and Brad Wells . Also present were Candace Conradt, Superintendent; Shawn McDiffett, Senior High Principal; Dick Moore, Middle School Principal; and Darlene Darbro, Elementary Principal.  Absent: None.

 

It was moved by Belitz, seconded by Wagner, that it is hereby determined that this meeting was preceded by advanced publicized notice in the Republican-Nonpariel newspaper and by posting notice at the Superintendent's Office at 1711 15th Avenue, and is hereby declared to be duly convened in open session. Motion carried 6-0. Ayes: Armatys, Belitz, Benner, Malm, Palser, Wagner, and Wells. Nayes: None. Absent: None.

The school district treasurer's financial report disclosed a reconciled unencumbered balance of $593,813.28 as of April 30, 2009.

 

The high school activities fund account disclosed a balance on April 30, 2009 of $125,014.85, middle school activity fund disclosed a balance of $14,329.64 and the elementary activity fund disclosed a balance of $18,528.58. The cafeteria account disclosed a balance of $42,966.84.

 

It was moved by Malm, seconded by Armatys, to approve the agenda of the meeting.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Malm, seconded by Wagner, to approve the consent agenda action items, which included minutes of the April 20th  and April 30th   meetings, financial review of funds except check #21048, May Investment Plan, option students, and April claims.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Malm, seconded by Belitz, to amend  minutes of the May 13th  meeting  to excuse Sally Armatys.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells. Nayes:  None.  Absent:  None.

 

It was moved by Belitz, seconded by Armatys, to approve warrant #21048.  Motion carried 5-0.  Ayes:  Armatys,Belitz, Palser, Wagner, and Wells.  Nayes:  None.  Abstain:  Malm.  Absent:  None.

 

It was moved by Palser, seconded by Wells, to add possible litigation on track to executive session agenda.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Palser, seconded by Wagner, to appoint Kent Malm, Brad Wells, Sally Armatys to be on committee to determine policy for trophy case and policy on trap team.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Armatys, seconded by Wells, to accept the changes to the design of the Performing Arts Center in order to comply with the code violatons cited by Nebraska State Fire Marshal’s Office.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Armatys, seconded by Wagner, to approve the Washington, D.C. trip on March 11-13, 2010  as proposed by Siobhana McEwen.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Belitz, seconded by Armatys, to approve the purchase of the girls’ basketball jerseys and shorts.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells. Nayes:  None.  Absent:  None.

 

It was moved by Palser, seconded by Wagner, to approve a voluntary vision insurance policy to staff starting September 2009.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Malm, seconded by Beltiz, to accept the resignation of  April Kelley, Elementary Reading
