MINUTES OF THE

                                         CENTRAL CITY BOARD OF EDUCATION

                                                            September 14, 2009

 

The Central City Board of Education met at 7:25 p.m., on Monday, September 14th, 2009 in the Central City Board of Education room at 1711 15th Avenue.  Roll call showed the following members present: Sally Armatys, Steve Belitz, Kent Malm, Dale Palser, Lisa Wagner, and Brad Wells. Also present were Candace Conradt, Superintendent; Shawn McDiffett, High School Principal; Dick Moore, Middle School Principal; and Darlene Darbro, Elementary Principal.  Absent: None.

 

It was moved by Belitz, seconded by Wagner, that it is hereby determined that this meeting was preceded by advanced publicized notice in the Republican-Nonpareil newspaper and by posting notice at the Superintendent's Office at 1711 15th Avenue, and is hereby declared to be duly convened in open session. Motion carried 6-0. Ayes: Armatys, Belitz, Malm, Palser, Wagner, and Wells. Nayes: None. Absent: None.

 

The school district treasurer's financial report disclosed a reconciled unencumbered balance of    $2,493,743.06 as of August 31, 2009.

 

The high school activities fund account disclosed a balance on August 31, 2009 of $115,381.51; middle school activity fund disclosed a balance of $13,909.50; and the elementary activity fund disclosed a balance of $18,635.88.  The cafeteria account disclosed a balance of $42,804.69.

 

It was moved by Wagner, seconded by Malm, to approve the agenda of the meeting.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Malm, seconded by Wagner, to approve the consent agenda action items, which included minutes of the August 17th  meeting, financial review of funds, September Investment Plan, and August claims except check #21538.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Belitz, seconded by Armatys, to approve warrant #21538.  Motion carried 5-0.  Ayes:  Armatys, Belitz, Palser, Wagner, and Wells.  Nayes:  None.  Abstain:  Malm.  Absent:  None.

 

It was moved by Armatys, seconded by Malm, to adopt the 2009-2010 General Fund Budget with tax asking of $4,518,316.70.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Belitz, seconded by Wagner, to adopt the 2009-2010 Bond Fund Budget with asking of $980,887.27.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Palser, seconded by Armatys, to adopt the 2009-2010 Special Building Fund Budget with no tax asking.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Malm, seconded by Belitz, to adopt the 2009-2010 Depreciation Fund Budget with no tax asking.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Armatys, seconded by Wagner, to adopt the 2009-2010 School Lunch Fund with no tax asking.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Wagner, seconded by Armatys, to adopt the 2009-2010 Activity Fund Budget with no tax asking.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Belitz, seconded by Malm, to adopt the 2009-2010 Contingency Fund Budget with no tax asking.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Wagner, seconded by Armatys, to adopt the 2009-2010 Cooperative Fund Budget with no tax asking.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Palser, seconded by Armatys, to establish a contingency fund checking account.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Belitz, seconded by Wagner, to approve the Interlocal Participation Agreement between Central City Public Schools and the Nebraska Schools Medicaid Consortium.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None. 

 

It was moved by Armatys, seconded by Malm, to approve the Central City Public Schools Endowment Fund Agreement.   Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Malm, seconded by Wagner, to approve the Edwin and Bernice Lock Theater Endowment Fund Agreement.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Belitz, seconded by Wells, to approve the verbal resignation of Tony Carlson, middle school custodian.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Wagner, seconded by Malm, to approve the resignation of Linda Becker, high school para.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Malm, seconded by Belitz, to approve the resignation of Tara Kucera, elementary and high school para.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Malm, seconded by Wells, to approve hiring Leslie Spence, elementary para.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Wagner, seconded by Belitz, to approve hiring Mark Schmierer, middle school custodian.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Wells, seconded by Malm, to approve Control Services to replace compressor unit #2 at the middle school at a cost of $13,051.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Belitz, seconded by Wagner, to approve Candy Conradt and Dale Palser as the two CCPS representatives for the Performing Arts Center.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Wells, seconded by Belitz, to participate in the hazard mitigation planning process.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Wells, seconded by Armatys, to appoint Mark Gloor and Suzanne Philippi to Performing Arts Advisory Council.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Malm, seconded by Armatys, to nominate Lisa Wagner for Region 12 Board of Directors.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.

 

It was moved by Armatys, seconded by Wagner, to recognize:

Keith Bankson for receiving State Fair Grand Champion for his white corn;

Isaac Jefferson for receiving Reserve Champion for his chester-white barrow;

Fourth Grade volunteers who help younger students and teachers during recess time;

Dan Negus received his Master Degree in mathematics from Wayne State College this summer;

Kristy Clarke was elected to the position of Elementary Vice President of the NE State School Counselors Association for the current year;

Suzanne Philippi is completing her term as the State Director for Children’s Choirs for the NE Choral Directors Association;

Donnette VanPelt was awarded a Master’s Degree in the area of Reading from University of NE-Kearney this spring;

2009 Central City High School Hall of Fame Inductees are Dale Zikmund and Orvis Larsen;

Central City Baseball 1959 Golden Anniversary Team will be inducted into the NE High School Sports Hall of Fame on September 27 at the Lied Center for Performing Arts, Lincoln;

All board members for attending the board retreat; Dale, Steve, Kent, Lisa and Sally for attending the NASB area membership meeting at York; Lisa for attending the 8 to Great presentation; Sally for earning Level V NASB Board Award; and CCPS Staff for being recognized from a former 1959 graduate of Central City for the outstanding environment provided to the students.  Motion carried 6-0.  Ayes:  Armatys, Belitz, Malm, Palser, Wagner, and Wells.  Nayes:  None.  Absent:  None.
